William was born in 1776 in , , North Carolina.  William's father was Julius Keeton and his mother was Rebecca Redford. He had nine brothers named Tobias Canton, Allen, Miles, John, Peter, Julius, Joshua, James and Joel.  He was the fourth oldest of the ten children.
