Allen was born in 1775 in , , North Carolina.  Allen's father was Julius Keeton and his mother was Rebecca Redford. He had nine brothers named Tobias Canton, Miles, William, John, Peter, Julius, Joshua, James and Joel.  He was the second oldest of the ten children.  He died at the age of 80 in 1855 in , Mcminn, Tennessee.
