William was born on February 26th, 1852 in Effingham, Illinois. William's father was Addison J. Webb and his mother was Wilmouth Griffin Harder (Webb). His paternal grandparents were John Webb and Elizabeth A. Mayfield (Webb). He had three brothers and five sisters, named Benton, Allen, George, Mary, Martha, Harriet, Louisa and Emily. He was the fourth youngest of the nine children. He died at the age of 83 on July 16th, 1935 in Effingham, Illinois.
