William Millard was born on June 27th, 1873 in Roane County, West Virginia. William Millard's father was Perry G. Shaver and his mother was Mary J. Jennings. His paternal grandparents were John David Shaver and Nancy Tanner. He had five brothers and two sisters, named Ralph, Perry Sylvester Bess, Cassiver Walker, Henry Fry, Amos C., Nancy and Eliza J..
