Thomas was born in 1872 in Kingsbridge, Devon.¹

Thomas' father was George Steer and his mother was Mary Smith. His paternal grandparents were Henry Steer and Sarah Lowry. He had four brothers and two sisters, named George, Charles, Francis, Sydney, Agnes and Edith. He was the fourth oldest of the seven children. He had three half-brothers named John, George and James.
