Charles was born in 1858 in Tonbridge.1  Charles' father was Rev Robert Cotton Mather and his mother was Elizabeth Sewell.  His paternal grandparents were Rev James Mather and Ann Speakman. He had five brothers and a sister, named Cotton, James, Richard, Robert, Samuel and Catharine.  He was the youngest of the seven children.
