William was born in 1788 in Little Bolton and his baptism took place on July 27th, 1788 at St. Peter's (Bolton).1  William's father was John Lomax and his mother was Margaret Andrews. He had four brothers and three sisters, named Edward, Edward, James, John, Martha, Elizabeth and Jane.  He was the oldest of the eight children.
