Frances' father was William Greenhalgh and her mother was Maria Ann Berry. Her maternal grandparents were Samuel Berry and Mary Collings. She had two brothers and three sisters, named Margaret, Wilfred, Mary, Annie and Ellen. She was the third oldest of the six children.
