Walter was born in 1899 in Rossendale.1  Walter's father was John Draine and his mother was Elizabeth Knowles.  His paternal grandparents were Robert John Draine and Hannah (Anna) Astin; his maternal grandparents were John Knowles and Jane Abbott. He had a brother and six sisters, named John, Jane, Mary, Elizabeth, Betsy, Alice and Sarah.  He was the youngest of the eight children.

‌Walter and Lily were married in a religious ceremony in 1926 in Tong Moore.2   The family line is yet to be completed.
