Willoughby was born on September 17th, 1835 in S. Whitehall Twp., Lehigh, PA. Willoughby's father was Isaac Troxell and his mother was Esther Unger. His paternal grandparents were Peter Troxell and Magdalena Siegfried; his maternal grandparents are John Christian Unger and Susan X. He had seven brothers and five sisters, named George Franklin Adam, Alfred John Christian, Isaac Peter, Peter Francis Henry, Hiram Robert Lewis, William, Matthias Ephraim, Susanna Caroline, Eliza Ann, Kitty Ann Helena, Elmira Ellen Kittianna and Mary Magdalena.
