Thomas was born about 1759 in Baltimore, Anne Arundel Co, Maryland. Thomas' father was Benjamin Shipley and his mother was Catherine Hawk. His paternal grandfather was Richard Shipley , Jr and his paternal grandmother is Keturah H Barnes. He had four brothers named Elijah, Richard, Conrad and Samuel.
