Josiah W. was born on September 20th, 1823 in Upper St. Clair, Allegheny Co., , Pa.. Josiah W.'s father was David PHILIPS and his mother is Psyche HULTZ. His paternal grandparents were Joseph Jr. PHILLIPS and Mary Hall LAUGHTON.
