Cecil Edward was born on April 27th, 1915 in Fort Garland,Colorado. Cecil Edward's father was Millard PAYNE and his mother was Lula Inez Cooley. His paternal grandparents were George Washington Payne and Cynthia Elizabeth Gee. He had five brothers and six sisters, named Willard Franklin, Millard Leroy, Walter, Luther Earl, George Avery, Lillie May, Lula Florence, Sarah Elizabeth, Francis Clarabelle, Mildred Charlotte and Willlie Elizabeth. He was the sixth oldest of the twelve children.-
