Cecil Burney was born on May 29th, 1885 in Lafayette Co., MS.1 Cecil Burney's father was George Bradford Bumgardner and his mother was Genevia Montrey Harding. His maternal grandparents were Ferdinand S. Harding and Emily Elizabeth Baker. He had a brother and a sister, named Charlie Oliver and Lillie Moss. He was the second oldest of the three children.
