Bert Oliver was born in 1888 in , , Tennessee. Bert Oliver's father was John Jacob Stroup and his mother was Sarah Jane Coats. His paternal grandparents were Jacob Jackson Stroup and Elizabeth Myers; his maternal grandparents were George W. Coats and Sarah. He had four brothers and two sisters, and also a sibling of unknown gender, named James, Henry Cleveland, Enos Eldridge, A. J. Holt, Elizabeth, Mary Ellen and Stroup. He was the fourth oldest of the eight children. He died at the age of 76 in 1964.-
