Joel was born about 1768 in St. Paul's Parish, Hanover Co., VA.  Joel's father was Zachariah Butler and his mother was Mary Elizabeth Brooks.  His maternal grandfather was Patrick Brooks. He had three brothers and two sisters, named Patrick, Nathan, Zachariah, Mary and Anna.  He was the second youngest of the six children. He had a half-brother named James McGehee.
