Florance was born in 1870 in Illinois. Florance's father was James Erwin Webb and her mother was Hester Ann Collard (Webb). Her paternal grandparents were John Webb and Elizabeth A. Mayfield (Webb). She had two brothers and five sisters, named Lewis, John, Francis, May, Girtie, Alice and Bertha. She was the fourth youngest of the eight children.
