Edgar was born in 1877. Edgar's father was Samuel Preston Ramsey and his mother was Louisa Catherine Webb (Ramsey). His maternal grandparents were Addison J. Webb and Wilmouth Griffin Harder (Webb). He had four brothers and three sisters, named Delos, Tell, John, William, Anna, Sarah and Magaret. He was the second oldest of the eight children.
