Jacob was born in 1763 in Oakley, Hampshire and his christening took place there on April 2nd, 1763.1 2   Jacob's father was William Oliver and his mother was Anna Decker.  His paternal grandparents were William Oliver and Mary. He had six brothers named William, Isaac, David, Francis, Charles and Peter.  He was the third youngest of the seven children.
