Francis was born in 1761 in Oakley, Hampshire and his christening took place there on November 1st, 1761.1 2   Francis' father was William Oliver and his mother was Anna Decker.  His paternal grandparents were William Oliver and Mary. He had six brothers named William, Isaac, David, Jacob, Charles and Peter.  He was the fourth oldest of the seven children.
