Charles was born in 1765 in Oakley, Hampshire and his christening took place there on February 24th, 1765.1 2   Charles' father was William Oliver and his mother was Anna Decker.  His paternal grandparents were William Oliver and Mary. He had six brothers named William, Isaac, David, Francis, Jacob and Peter.  He was the second youngest of the seven children.
