Herbert was born in 1884 in Keighley, West Riding, Yorkshire.1   Herbert's father was Charles Brown and his mother was Mary Ann Howcroft.  His paternal grandparents were Charles Brown and Sarah Brewins. He had three brothers and a sister, named Thomas, George, Arthur and Lucy.  He was the youngest of the five children.
