Frank was born in 1906 in Bethnal Green, Middlesex.1   Frank's father was Charles Edward Brackett and his mother was Eliza Frances Mortimer. He had five brothers and six sisters, named John, Charles, George, Henry, James, Clara, Louisa, Eliza, Alice, Rose and Violet.  He was the fourth oldest of the twelve children.  He died at the age of 47 on August 9th, 1953 in Windsor, Buckinghamshire.1
