William was born about May 15th, 1803 in Kings Arms Gardens Bethnal Green and his christening took place on December 16th, 1804 at St Georges in the East.1  William's father was Thomas (twine spinner) Gt Yarmouth-Bethnal Gree Spelman  and his mother was Mary Foster.  His paternal grandparents were John Spillman and Mary Carter; his maternal grandparents were Richard Forster (Rope Maker) and Jane. He had six brothers and two sisters, named Henry, John, Samuel, James, James, Robert, Mary and Mary.  He was the fifth oldest of the nine known children.  He died due to natural causes or old age on May 22nd, 1874 in Workhouse Bethnal Green.2

William and Charlotte were married in a religious ceremony on January 6th, 1822 at St Dunstan Stepney witnessed by John and Mary Radley. They had four sons and five daughters, named William, Henry, Robert , Joseph, Susannah, Emma, Victoria, Charlotte and Rose.
