Arthur was born in 1873 in Bromley.1   Arthur's father was Robert Osborne (Engineer scotsman Aberdeen) and his mother was Elizabeth Catherine (of Chignal) Childs (dressmaker).  His maternal grandparents were Zachariah Childs (Farmer Shoemaker) and Sarah Tyler. He had two brothers and three sisters, named Richard, Robert, Jessie, Barbara and Catherine.  He was the youngest of the six children.
