Otto was born in 1177 in Braunschweig, Brunswick, Germany.1   Otto's father was Duke Heinrich (The Lion) of Saxony and Bavaria V and his mother was Princess Matilda of England.  His paternal grandparents were Duke Heinrich (The Proud) of Bavaria and Saxony and Duchess Gertrude of Austria; his maternal grandparents were King of England Henry (Curtmantel) Plantagenet II and Princess Eleanore of Acquitane. He had three brothers and three sisters, named The Long, Lothar, Wilhelm, Richenza, Mathilde and Eleanore.  He was the fourth oldest of the seven children.
