James W. was born on May 1st, 1926 in Monroe County, Indiana. James W.'s father was Aaron Wampler and his mother was Rosezetta Frances Shields. His paternal grandparents were John W. Wampler and Delcena Vaught; his maternal grandparents were James Madison Shields and Mary Jane Heltonburg. He had four brothers and six sisters, named Ray, Wendell Marshall, Richard Leon, John Lee, Lucille Mildred, Viola Pearl, Sally Laverne, Wilma Jean, Georgie Bernice and Mary Jo. He was the second youngest of the eleven children.-
