Hartwell was born on September 10th, 1849 in , , Georgia.1 Hartwell's father was William Clay Sibley and his mother was Sarah Ellen Carlock. His paternal grandparents were Elijah Sibley and Mary Clay; his maternal grandparents were John Carlock and Isabelle. He had six brothers and five sisters, named James B., John, William Capers, George Washington, Joe Louis, Mattie, Marian, Martha, Julie, Laura and Sarah Emma. He died at the age of 60 on April 27th, 1910.-
