Mark was born in 1849 in Wisborough Green, Sussex and his baptism took place there on October 7th, 1849.1 2  Mark's father was Job Steer and his mother was Sarah Harwood.  His paternal grandparents were Henry Steer and Lydia Etherton. He had four brothers and three sisters, named Edmund, George, Job, Eli, Mary, Alice and Matilda.  He was the fourth youngest of the eight children.
