Could he be the Edmund Steer, unmarried, aged 26 years [i.e. born 1855 in Devonport], who was recorded in the 1881 census as aboard the Vessel Royal Adelaide, occupation Able Seaman ?? It could explain his eventual death in Alexandria, if that is what indeed did happen
