David was born in 1837 and his baptism took place on May 28th, 1837 in Pulborough.1 2  David's father was James Steer and his mother was Ursula Steyning.  His paternal grandparents were Thomas Steare and Mary Hawkins. He had eight brothers named James, William, Thomas, George, Charles, Harry, David and Edward.  He was the fourth youngest of the nine children.
