Collin was born about 1869 in Elsecar Yorkshire.1   Collin's father was William STEER and his mother was Harriott STEER. He had five brothers and seven sisters, named Albert, John, Alaxander, Fred, Joshua, Olive, Emily, Myram, Susannah, Adelaide, Alberta and Harriott.  He was the youngest of the thirteen children.
