Neville's father was Robert Owen Williams and his mother was Hannah Maria Bennett. His maternal grandparents were Benjamin (Banner) Bennett and Emma Millington. He had four brothers and three sisters, named Robert, Norman, Robert, Geoffrey, Gwendoline, Vera and Ireen. He was the sixth oldest of the eight children. He died at the age of 84 in January 2006 in Wrexham.
