Charles' father was John Edward Mather and his mother was Grace Durham. His paternal grandparents were George Mather and Hannah Simm. He had two brothers and seven sisters, named John, William, Hannah, Jane, Margaret, Betsy, Mary, Sarah and Ada. Charles and Betsy were twins.

General Notes
- When Charles was born, he was a twin with Betsy. However, Betsy died in 1883, aged an indant (aged 1 or 2).
