William was born in June 1814 in Turton and his baptism took place on June 30th, 1814 at St. Anne (Turton).1  William's father was John Haslam and his mother was Mary Mather.  His maternal grandparents were Thomas Mather and Alice Entwistle. He had four brothers and two sisters, named John, Charles, Thomas, Isaac, Ann and Ellen.  He was the second oldest of the seven children.
