Joseph was born in 1860 in Burnley.1  Joseph's father was <unknown> and his mother was Susannah Slater.  His maternal grandparents were George Slater and Sarah (Sally) Whitehead. He had a brother and a sister, named James and Clara.  He was the oldest of the three children. He had two half-brothers named James and Thomas.
