Webster was born on November 7th, 1759 in St Johns Parish, Prince George's, Maryland, USA.  Webster's father was William Webster and his mother was Ann Turner.  His paternal grandparents were William Webster and Jane Elizabeth Gibbs. He had four brothers and three sisters, named William, Johnathan, Philip, Zepheniah, Elizabeth, Anna and Sarah.  He was the second oldest of the eight children.
