William was born on September 27th, 1764 in St Johns Parish, Prince George's, Maryland, USA.  William's father was William Webster and his mother was Ann Turner.  His paternal grandparents were William Webster and Jane Elizabeth Gibbs. He had four brothers and three sisters, named Webster, Johnathan, Philip, Zepheniah, Elizabeth, Anna and Sarah.  He was the fourth oldest of the eight children.  He died at the age of 78 in 1842.
