Zepheniah was born on February 2nd, 1776 in St Johns Parish, Prince George's, Maryland, USA.  Zepheniah's father was William Webster and his mother was Ann Turner.  His paternal grandparents were William Webster and Jane Elizabeth Gibbs. He had four brothers and three sisters, named Webster, William, Johnathan, Philip, Elizabeth, Anna and Sarah.  He was the youngest of the eight children.  He died at the age of 66 on August 30th, 1842 in Washington, Kentucky, USA.
