Philip was born on March 17th, 1773 in St Johns Parish, Prince George's, Maryland, USA.  Philip's father was William Webster and his mother was Ann Turner.  His paternal grandparents were William Webster and Jane Elizabeth Gibbs. He had four brothers and three sisters, named Webster, William, Johnathan, Zepheniah, Elizabeth, Anna and Sarah.  He was the seventh oldest of the eight children.
