Technically, Richard was born in Virgnia, although most sources I have seen place him in Kentucky. The following explanation is given: "In 1790, the area which was to become the state of Kentucky in 1792, lay within the state of Virginia. As a result, the 1790 Federal Census for Virginia contains records for residents of the soon to be created state of Kentucky. This collection is a reconstruction of what the census would have contained had Kentucky been a state. It was compiled from personal tax records now housed in the Kentucky State Historical Society. Each entry lists the name of the tax-payer, assumed to be the head of household who would have appeared in the 1790 Census, and the date of the tax record from which the information came." (Source Information: Heinemann, Charles B. Reconstructed Federal Census of Kentucky, 1790. Washington, D.C.: Government Printing Office, 1940.) Richard`s father John was listed as a head-of-household on a 1789 tax list for Madison, VA. Source Information: 1790 Kentucky Census, Reconstructed, 1790.
