Phillips was born on March 15th, 1830 in Wetumpka, AL.1 Phillips' father was Benjamin Fitzpatrick and his mother was Sarah Terry Elmore. His maternal grandparents were John Archer Elmore and Nancy Ann Martin. He had five brothers named Elmore Joseph, Morris Martin, James Madison, Thomas Sumpter and John Archer. He was the second oldest of the six children. He had a half-brother named Benjamin. He died at the age of 71 on April 29th, 1901 in Wetumpka, Elmore Co., AL.1 General Notes
