Cecily was born about 1174 in Arundel, Sussex, England.  Cecily's father was William "le Breton" de Albini Earl of Arundel and her mother was Maud de St. Hilary. She had a brother and a sister, named William de Albini V and Agnes (Avice). She had five half-brothers and two half-sisters, named James, Roger, John, Henry, Sir Richard FitzRoger de, Mabel and Aveline.
