William was born before 1340 in Penhow, Monmouthshire, Wales. William's father was Roger III Seymour , Sir Knight and his mother was Cicely de Beauchamp. His paternal grandparents were Roger II Seymour , Sir and Joan Heiress of Damarel; his maternal grandparents were John 2nd Baron de Beauchamp , of Hache, Sir and Margaret de St. John.
