William C. was born on December 11th, 1692 in Delaware. William C.'s father was John I Cox and his mother was Rachel Embree Carr. His paternal grandparents were Thomas Cox and Christian Matthews. He had three brothers and two sisters, named Richard, Thomas, John II, Sarah and Amy. He had a half-brother and a half-sister, named Joseph and Ann.
