Joseph B. was born about 1868 in ,Owen, Indiana.1 Joseph B.'s father was Josephus Goff and his mother was Dicy Ann Haltom \Halland. His paternal grandparents were William Goff and Mary Oliver; his maternal grandparents were William Haltom and Elizabeth Sugg. He had a brother and a sister, named Isaac G. and Lucinda. He was the youngest of the three children. He had five half-brothers and five half-sisters, named Hugh, William, John R., James, Silas A., Polly Ann, Elizabeth, Louise, Emily and Matilda.-
