Elvira Cornelia was born about 1829. Elvira Cornelia's father was Austin Seay and her mother was Nancy Harper Waddill. Her paternal grandparents were Moses Seay and Elizabeth Luck. She had three sisters named Juliana Harper, Augusta Tazwell and Evelin Elizabeth. She was the youngest of the four children. She had seven half-brothers and two half-sisters, named Richard Terrell, Efford Booker, George Nichola, William Eldridge, Samuel Richard, Austin Selden, Junius Hardin, Louisa Marshall and Sally Amelia Virginia.-
