Ockert was born on August 10th, 1904.  Ockert's father was David Frederick van der Merwe and his mother was Elizabeth Maria Catharina Cecilia van der Merwe.  His paternal grandparents were David Frederick van der Merwe and Christina Petronella. He had five brothers and a sister, named David, Hermanus, Jacobus, Johannes, Carel and Jacomina.  He is the youngest of the seven children.
