Ni (Thứ 9) was born on December 25th, 1945 in Bến Tre. Ni (Thứ 9)'s father was Nguyễn Hữu Tâm (Thứ 3) and her mother is Mai Thị Cúc (thứ 7). Her paternal grandparents were Nguyễn Hữu Hành and Ngô Thị Thông; her maternal grandparents were Mai Văn Danh and Ngà Thị Ngà. She had four brothers and four sisters, named Lỉnh (Thứ 6), Bé(Thứ7), Năng (Thứ 10), Ninh (Út), Hồng Cẫm (Thứ 2), Ðiệp (Thứ 3), Lài (Thứ 4), Sứ (Thứ 5) and Nê (Thứ 8). She is the third youngest of the ten children.

- Ni (Thứ 9) attended Sai Gon University full time from 1966 as an undergraduate in Kỷ Sư canh Nông. She completed the program on October 14th, 1970 and was awarded a diploma.

    - College of Agricuulture. Sai Gon Unuversity. Graduate as Agricultural Engineeer, specialized in rural construction
  She attended Colorado State University, Fort Collins full time from 1973 studying for a masters degree in Thac. sĩ (MS). She completed the program in 1976 and was awarded a diploma.
