Francis Washington was born on April 19th, 1864 in Millerstown, Grayson, Kentucky, USA.1 Francis Washington's father was Anderson Skaggs and his mother was Mary Fulkerson. His paternal grandparents were Isham Skaggs and Rachel Downs; his maternal grandparents were James Fulkerson and Elizabeth or Mary. He had five sisters named Janie, Nancy E., Molly, Hennie and Bertha B.. He was the third youngest of the six children. He died at the age of 67 on June 15th, 1931 in Clarkson, Grayson, Kentucky, USA.
